Care-related policy: Portugal

First of all, it is important to understand that 'care', as it is understood in the northern European countries, is a relatively recent concept in Portugal. The Portuguese healthcare system has extensive regulations, but the defined rules and procedures are not always adhered to or enforced. There have been good reform plans with substantial legislative activity, but relatively few of the measures have been fully implemented. The main suggestion under discussion at the moment is the need to optimise the resources of the National Health Service in this area.

In the Operational Programme for the Health it is stated that it is intended to increase the use of ICT in the health services in general and to improve the care of elderly people.
