The national French ICT and Telecom industry is well developed. However, the penetration of PC's at home and ISDN infrastructure in France are very low. From a market point of view, France seems to have lost its frontrunner position with the strong minitel infrastructure because of changing international standards. From a commercial and infrastructural perspective, France needs a long tem investment plan to fully open the IST market.
Rates of (mobile) telephony are very high in France and thus penetration of PC's at home is below average. The market needs investments and purchases of hardware before IST services can be successfully be introduced on a lager scale.
The wealth of an individual elderly person is average in France. Continuous education by 54-64 year old people is low compared to other countries. Related to the low penetration of PC's this could imply low knowledge and not so much interest of elderly people in the current supply of IST services.
